App desktop shortcuts throw 'cannot find chrome_proxy.exe' error

When I click on an app shortcut created on my windows desktop through Settings > More Tools > Create Shortcut, this throws a 'cannot find chrome_proxy.exe' error, as per the attached screenshot.
Can anyone suggest how to work around this or is it a bug that'll need fixing?
