Bring back custom.css???

It would be really cool to finally be able to get full custom themes again.
Firefox is phasing this out quickly. Many media sites are getting very proprietary, and Pale Moon is not exactly on a path to keep up with all of them.
I've managed to replicate almost all the browser functionality I like on SRware Iron, except this one thing. Is there any plan to bring back custom.css or another way to allow complete custom themes (to include the settings page?). Maybe make it an experiment?
