I am not using Ubuntu, so sorry if I cannot help you much, but I did find a few things - maybe you know about them already??

Source: https://old.reddit.com/r/linuxquestions ... t_install/
Here e.g. one user mentioned:
Ubuntu-Software has been moved into a snap-app and has not been configured to allow access to /tmp nor most root-level directories and subdirectories...
ALso: [...]you can work around this by specifying a new TMPDIR variable that points to a directory somewhere under /home (like /home/<username>/tmp ).
Seems like 'AppArmor' does play a role in this, too? Reminds me of e.g. some Windows ''functionality'', not allowing users to add software to be placed where the OS is locking access (mostly system directories). Same goes for OS X I believe, which got such a mechanism.
Should be standard behaviour for all modern OSs. You as normal/mortal user got no rights to manipulate such settings, if not going for admin/superuser to force you way in there.

Can you download the .deb file by using 'save as...' or 'download to...' function (right click, choose another directory), and select a subdirectory under /home/<username>/tmp ?? Perhaps you will be able to then install it from there?
After all this is your 'user' part of the mounted directories. The 'user desktop' afaik is not, for example (part of 'system'), so it should be blocked from there. Just create a new folder 'test' in your user subdirs before, choose it as download target, install from there.

Why there could be a difference in how you download files, and where to:
  • If you choose to just normally 'save' or 'download' files the default directory, defined by the OS, is used. Which can be checked/locked by the 'system' to prevent malware doing harmful things, see above.
  • If you choose to 'safe as...' or 'download to...' you, as the user, can decide which directory to put a file into. But this can mean malware being activated (by you clicking on it) can do its work, because that place is not locked by the OS. At least it should not be able to self-install into system directories this way, which would be most harmful.
EDIT:
Also see here: https://itectec.com/ubuntu/ubuntu-probl ... ntu-20-04/
One can switch the file handling properties in Ubuntu as a user it seems, and use 'gnome-software', avoiding Ubuntu's 'Snap-app' as a way for Software Install functionality.

Also I found there are three different ways to install .deb files via command line under Ubuntu - did you try them all?

Check if you first need to update some dependencies too, as mentioned?? Can be installation does fail because of missing/older files not part of Iron browser?

Hope that made some sense. Please keep us updated, I would like to know if one of the cli methods did work for you. Or if there are unsolved dependencies. Or if you were able to install the 'gnome-software' way, or from another directory - if it is just that nagging ''permissions'' thing. :?
