Mm. Odd one, that.
I always install extensions directly from the Chrome Store. Notwithstanding that, here in the Linux version of 63.0.3300.0 I have the right-click 'Cast' option showing (and working) just fine.
One question; you're not still trying to get this running in XP, by any chance? I don't think the newest versions will run under XP any longer...
