IronPortable.ini does not work with the environment variable? For example, switch --disk-cache-dir =%TEMP% creates a folder in the Iron. But if this key add to shortcut IronPortable.exe, everything works properly.

Environment variables are expanded by the shell before being passed to the program, so what you describe is normal.
