"CHROMIUM_FLAGS" feature for windows version

On Linux platform users can change the default options of chromium by setting "CHROMIUM_FLAGS" in config file.

I think it is good idea to save default cmdline options in a config file. It is easier to modify a config file than the cmdline options in shortcut's properties dialog box and in the registry when set as default browser. Config file can also contain comments about commonly used options.

I suggest srware port this feature to windows version.
