PDFs not displayed, only green progress bar

Hello,

If I open a link to a PDF file, the file itself does not get opened, all that I see is a green progress bar that goes up to 100%, and above that bar is a bouncing downward arrow. It stops at 100%, but the PDF file is never displayed.

What is going wrong here?
