New User Today, Losing Confidence Already

The "new" download (30.0.1650.0) cannot be set as Default Browser. I tried all of the fixes on the Forum (except the most ridiculously complicated recoding) and none of them worked. The forum shows this problem has been known for at least 21 months but remains unfixed. I downloaded, extracted, and ran the "tool." That was a waste of time and emotional investment.
One forum message advised that version 31.0.1650.48 has been available for a few weeks. If so, where can I find a download button to get it? Does it at last solve the Default Browser fault?
