Extensions are not subject to cookies settings

Hi,

I'm using Chrome SEO Plus, a nice extension for SEO statistics.

Although I'm using cookie-whitelist setting, this extension sets cookies for Alexa, Digg and other websites (it retrieves data from their API).
It seems extensions ignore cookies settings. Is this is chromium bug?
