I keep going into options - > settings and trying to make it my default browser. but every time it tells me it still is not - why??

also. i tell it to make google the homepage. but when I click on new tab it just opens up a new window with all these little windows of previously visited pages. i just want it to be google right away, witha google toolbar

help??
