can't install theme

when trying to install a theme from this link http://www.chrome-themes.info/en/237/glossy-blue/
I get an error message can't create directory at temp folder to extract
(crx extension)
how can I fix that
I don't have an antivirus or other blocking software to prevent extracting or using the temp folder
