OP, have you tried the new PPAPI installer for Flash 16? It's intended for browsers like Opera and Yandex browser that are Chromium derivatives but, unlike Chrome, do not come with PPAPI Flash installed and will stop supporting NPAPI plugins this year: https://get.adobe.com/flashplayer/otherversions...

Try downloading the new PPAPI installer for Flash 16; it's intended for Opera, Yandex Browser, and other Chromium derivatives that don't have Flash bundled the way Chrome does, because this year Chromium will end support for NPAPI: https://get.adobe.com/flashplayer/otherversions/

Soon there won't be much of a reason to use adblock.ini anymore: Iron 17 has the stable WebRequest API, which allows ABP for Chrome to block content just as well as ABP for Firefox.
